Rapid Roundswhile not exactly the best item, it does build into items that you'd certainly consider if it was given to you.

Extended Magazinethe max ammo isn't really that important - the upgrade to escalating resilience is
High-Velocity Roundshigh velocity rounds.. not perfect, but it upgrades into two items that you'd be a big fan of.
Spirit Strikemelees are important - light or heavy melee to proc, and make them scared! (this item kinda sucks lowkey)
Melee Lifestealprobably one of your best tier 1 items! a lot of your abilities do melee damage, and this heals you if you do that.
Sprint Bootsmeh. it goes into juggernaut so you can make them fire slower, but not much else it's worth for.
Extra Regenif you're trying to build towards healing tempo, this is definitely an item of all time

Swift Striker — shoot faster, run faster. why not?
Slowing Bullets — this is basically a slowing hex without the movement silence. still helpful for enemies running away
Melee Charge — more damage on your melees makes you stronger. also, it's helpful for your 2, which does melee damage
Mystic Shot — it's not like you fire a lot, so this extra poke could be helpful
Kinetic Dash — one of the best items in the game for gun characters - silver is no exception. get this!
Weakening Headshot — this item isn't great until it becomes crippling headshot
Enduring Speed — this upgrades into juggernaut - and you're probably going to be slowed in any given game of street brawl. nice item!
Debuff Reducer — there's always a debuff you can reduce. helps you get unstoppable / spellbreaker, both of which are incredibly useful
Slowing Hex — movement abilities suck to deal with. stop them!
Healing Booster — builds into healing tempo, gives you more healing
Weapon Shielding — look at their builds and shield accordingly (stop their gun!)
Spirit Shielding — look at their builds and shield accordingly (stop their spirit!)
Return Fire — this item's really efficient against gun characters, not to mention you have resist on your wolf. great item
Reactive Barrier — helpful for if you're getting cc'd to hell and back, as you.. probably are.
Bullet Lifesteal — builds into either leech or vamp burst. fury trance is SO bait imho
Battle Vest — more fire rate and damage. what's not to love?
Duration Extender — longer wolf = you can roll the game more
Cold Front — upgrades to arctic blast so thhey stay in place while you tear them apart
Bullet Resist Shredder — BRS is a great item, especially since the less bullet resistance they have, the more free reign you have to tear them apart
Mystic Slow — doesn't do too much on its own, but builds into lightning scroll, which your ult will happily eat up the stunned enemies!
Compress Cooldown — more wolf = more kill

Burst Fire — it's only really good for her ult, but.. it's definitely really good for her ult.
Point Blank — you're already up close and personal, and this only makes you better
Berserker — this is literally one of the best in slot items for silver. you're literally tanking so much, and you get more damage for tanking
Express Shot — express shot does phenomenal with your human form 1, and this hits HARD if you line it up.
Escalating Resilience — the more you shoot, the more tanky you get - really nice!
Hollow Point — shred them, puppy!
Hunter's Aura — while in street brawl it isn't the best item, you're still debuffing them. don't prioritize this, though
Heroic Aura — shoot faster, run faster - all things silver loves to have
Toxic Bullets — if there's a tanky person / someone who heals a lot, this is your friend
Tesla Bullets — not fantastic until you get capacitor, works well with brs though?
Counterspell — anything telegraphed will be stopped with this one simple trick!
Majestic Leap — dog go whoosh
Bullet Resilience — speaks for itself - as with shielding items, look at your enemy's comp
Dispel Magic — any debuffs you wanna get rid of? get it off!
Lifestrike — phenomenal healing from your 2 and heavy / light melees, one of the best T3s you can get
Metal Skin — if their bullets hurt really badly, this helps a lot
Stamina Mastery — the more mobile you are as silver, the easier you can chase down your enemies
Warp Stone — this item gives bullet resist and mobility - both useful basically all the time
Superior Duration — longer wolf duration!
Spirit Snatch — not a great item, but if you have no better choices..
Torment Pulse — you're up close, torment pulse is just extra damage on top
Knockdown — anyone airborne? get em!
Decay — against people who heal a lot (victor, abrams, shiv, etc.)
Silence Wave — if they dive your team, this can stop them from doing further damage
Disarming Hex — gun characters giving you a problem? make them stop with this one simple trick
Superior Cooldown — wolf more often!

Lightning Scroll — lightning scroll procs with your ult
Arctic Blast — keep them still, and you can claw at them
Ethereal Shift — be formless, like water.. (jokes aside, quite nice to dodge abilities!)
Transcendent Cooldown — wolf more more often!
Witchmail — if they got a bunch of spirit, this lets you spam abilities more!
Vampiric Burst — active reload, but like, actually good on this character! but you can totally use this in ult too, it's really good for firerate and vamp
Unstoppable — if you're getting cc'd way too much, this is your best friend
Spellbreaker — against heavy spirit bursts, and gives you debuff resist. how nice!
Plated Armor — if they got gun, this is helpful! also halves passive procs like infernus afterburn or toxic bullets
Phantom Strike — if you want to get someone in the air or need more mobility, this is helpful!
Leech — more lifesteal is always helpful
Juggernaut — if they got fast fire rate, you gotta make them stop, right?
Inhibitor — this is literally the most goated T4 imo c:
Diviner's Kevlar — your ult becomes stronger? hell yeah!
Healing Tempo — more fire rate, more moving, more healing, more killing
Colossus — big wolf!
Crushing Fists — more damage, and stuns if you get the heavy melee off. pretty good!
Crippling Headshot — shred everything!
Capacitor — they can't move
Armor Piercer — anti-bullet resist
Frenzy — basically gives you a second life, honestly
Silencer — pesky spirit users, away!
Glass Cannon — yeah, you're a little bit squishier.. but big damage numbers!
Lucky Shot — hell, you fire so fast in your ult, this'll start going crazy
